To speed up the construction of the Qianhai Pilot Zone for National Talent Management Reform, the Guangdong-Hong Kong-Macao Talent Cooperation Demonstration Zone, the Shenzhen-Hong Kong Talent Special Zone and overseas high-caliber talent innovation and entrepreneurship base, and to carry out the 26 items of “exploring and perfecting foreign high-level talent residence convenience and urgently needed talent occupation list system” described in the “First Authorized List of Constructing Pilot Demonstration Area of Socialism With Chinese Characteristics Pilot Comprehensive Reform Area,” the Qianhai Authority worked with the Chinese Academy of Personnel Sciences and jointly compiled the “List of Shortage Occupations for Foreign Talents in Qianhai,” which is now made public. Specifics are as follows:

I. Overview of the List

Based on the experience of Hong Kong’s “Quality Migrant Admission Scheme” and Singapore’s “Job Vacancies,” Qianhai completed a survey of over 1,500 key enterprises, conducted on-the-spot interviews and surveys in many key enterprises, and combined the information with the opinions of relevant departments, and made the “List of Shortage Occupations for Foreign Talents in Qianhai,” which specially targets the demand for talents from Hong Kong, Macao and foreign countries and is closely connected with the market.

The list contains a total of 50 jobs in short supply, of which 29 are demand-oriented and 21 are strategically needed. In the List, there are 8 types of jobs in the financial industry, including risk underwriter and fintech specialist. Some 15 types of jobs are science and technology services related, including intelligent manufacturing professional and electronic materials professional; a total of 5 jobs in information service industries, including enterprise digital manager and big data engineer; a total of 5 jobs in modern logistics industry, including supply chain management professional; and 20 jobs in professional services, including cross-border business dispute resolution lawyer, and international trade and business operation specialist. In the List, each occupation in shortage is described in detail from five dimensions, namely, occupational competence requirements, professional education requirements, professional qualifications requirements, shortage period and shortage degree, so as to facilitate foreign talents to quickly match their professional qualifications and demands.

II. International talent services

For foreign talents who match a need in the “List of Shortage Occupations for Foreign Talents in Qianhai,” Qianhai will maximize the convenience of entry and exit management services such as visa, stay permit, work and residence permit, permanent residence, recommendation letter of permanent residence, and life service for foreign talents. The Municipal Science and Technology Innovation Commission, Municipal Public Security Bureau and the Municipal Human Resources Security Bureau have set up the Qianhai International Talent Service Workstation, incorporating 243 entry and exit management services , which provides for foreigners and for Hong Kong, Macao and Taiwan residents a one-stop service of “whole ecology, integration and internationalization.”,
