Qianhai Talent Trial Zone
“The Overall Development Plan of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone” (the Plan) was approved by the State Council in August 2010. The Plan expressly stated that Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone should aim at creating an accommodating environment for talents. In doing so, it must strive to build and perfect a mechanism that facilitates the assembling of future leaders across the modern service industry. It should also research and create various supportive measures capable of attracting high-level and highly-skilled service industry professionals to the area. Shenzhen Municipal Committee and Shenzhen Municipal Government subsequently issued the Outline of the Shenzhen Municipal Medium- and Long-term Planning
In June, 2011, Shenzhen Municipal Committee’s Organization Department assembled a group of top domestic experts in the field of talent works to carry out a focused research on establishing a Qianhai Shenzhen-Hong Kong Special Talent Zone. Their findings then compiled the “Research Report on the Establishment of Qianhai Shenzhen-Hong Kong Special Talent Zone". The report was subsequently awarded first prize among major research projects for 2011 by the Organization Department of the Communist Party of China Central Committee and was also achieved first prize for major research projects for 2011 entrusted by the Organizational System for Guangdong Province, Shenzhen Municipal Committee and Shenzhen
At the end of 2011, Qianhai Co-operation Zone was among the third batch of districts to be awarded the title of “National Innovation & Entrepreneurship Base for High-level Talents with Overseas Backgrounds” by the Organization Department of the Communist Party of China Central Committee. “The Official Reply on Policies Concerning the Development and Opening of Qianhai Shenzhen-Hong Kong Modern Service Cooperation Zone of Shenzhen” issued in June, 2012 expressly stated that “the supporting of Qianhai to establish the Special Talent Zone, and to build and perfect a mechanism that facilitates the assembling of talents in the modern service industry”. The Central Coordination Committee on the Recruitment of Talents then issued an official reply in October 2012 via which it was agreed to include Nansha District of Guangzhou, Qianhai District of Shenzhen and the “Demonstration Area for Talent Co-operation across Guangdong Province, Hong Kong and Macau” of Zhuhai’s Hengqin District as the National Pilot Zones for Talent Management Reforms, signifying that the establishment of the Special Talent Zone and was later included in the national strategy for talent development.
Qianhai Talent Service Center initiated its official test operation in September 2013. Its three functionalities are: an enabler for the implementation of Qianhai’s talent mechanism and political innovations; a platform for talent services; and a platform for the communication and exchange of information. It is gradually perfecting of the Center’s role in public services by playing an active role in introducing market elements, co-operating with internationally well-known service organizations in human resources, providing enterprises and talents within the Special Talent Zone with top quality international high-quality services on a “one-stop shop” basis.
