The major municipal construction projects in Qianhai were completed two months ahead of schedule in the first half of last year, despite the country being hit by the COVID-19 pandemic. With construction also starting on the other projects in the free trade area, Qianhai fulfilled its annual investment target, ranking first in Shenzhen.

These achievements would not be possible without the efforts of staff members of the Qianhai Authority such as Zhang Fan.

Zhang, assistant to the director of the housing and construction department, over the last year tackled 52 problems, visited Qianhai-based enterprises 72 times and followed up on the construction of 45 projects.

Zhang was a member of the department’s project safety and quality team.

“When I was responsible for work safety and quality, our team introduced a third-party inspection agency to conduct weekly inspections on the projects and formed a systematic and standardized process of potential risks identification and management improvement,” Zhang said, adding that the inspection agency has singled out over 12,000 potential safety hazards a year on average, efficiently ensuring the safety and stability of the construction projects in Qianhai.

Every year, Zhang’s team also provides safety training for more than 15,000 front-line workers and skill training for more than 300 technical workers. “Quality is the foundation of safety, which in turn will improve efficiency,” Zhang said.

When COVID-19 broke out in China in January last year, Zhang ended his Spring Festival vacation and returned to his position to monitor the personnel flow and anti-epidemic supplies preparations of the enterprises. Zhang led his colleagues to visit 130 enterprises in just one day to help the enterprises resume work and production. On Dec. 10, Zhang was honored as an “outstanding individual of Shenzhen for fighting against the COVID-19 pandemic.”

Zhang has been in the department’s overall planning and coordination team for one year. His daily work is to investigate enterprises’ construction plans, construction progress and problems encountered, so as to ensure the smooth progress of the construction projects.

Under the joint efforts of people like Zhang, construction was completed on a number of projects in Qianhai last year, including the Qianhai International Convention Center, the second phase of Bauhinia Garden, and the second phase of E-hub; 16 buildings were completed and 20 buildings were topped off; 20 roads or road segments were opened to traffic; and the Yueliangwan Flyover that connects Qianhai and Nanshan central area was also put into use.
