Based on the Regulations for the Registration of Hong Kong Engineering Construction Professionals in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (Shenzhen Qianhai Regulation (2020) No. 7), the guidelines have been formulated as follows:

I. Subject of registration

The professionals should have registered with relevant registration authorities in Hong Kong and the registrations are currently valid.

II. Registration procedures

1. Notes of application

a. The application for Hong Kong professionals is acceptable on a regular basis;

b. Professionals can choose to submit the application online or on-site;

For an on-site application, deliver the registration materials to the Electronic One-stop Service Center of Qianhai in person or by post (indicate the name of the service to be handled on the postal package);

For an online application, go to www.gdzwfw.gov.cn, click “log in”, choose “log in as a legal person”, and then search for “香港工程建设领域专业机构执业备案” in Chinese, click “online application”, choose “Qianhai & Shekou free trade area”, fill in the information required, and then upload the materials for registration.

c. A Hong Kong professional can register along with the enterprise or register separately;

d. The registration is free of charge. However, the notary fees and postal fees incurred during application are the responsibility of the applicants.

2. Service window for application

a. On-site application: comprehensive service window of the Electronic One-stop Service Center of Qianhai, No.19, Qianwan Road 1, Nanshan District, Shenzhen.

3. Approval time

The registration will be completed in 15 working days after receiving the application, including the five working days needed for public scrutiny on the official website of the Qianhai authority.

4. Handling of objections

If an organization or individual has an objection to the publicized content, an application form of objection should be submitted to the Qianhai authority (see attachment 5). The form and relevant materials should be sent to the e-mail address above.

5. Result disclosure

a. If there is no objection or an objection is not established when the publicity period expires, the applied registration will be approved and a certificate of registration as a Hong Kong engineering construction professional will be issued.

b. The period of validity for professionals is five years.

c. The certificate of registration for a Hong Kong engineering construction professional can be sent to Hong Kong or to mainland cities by post and the post fee is covered by the Qianhai authority.

III. Materials needed for registration

1. Initial registration

a. An application form (see attachment 1, two copies required); if entrusting an individual for the registration, a power of attorney should be attached (see attachment 4, one copy required).

b. A copy of the professionals’ Hong Kong identity card.

c. A copy of the Mainland Travel Permit for Hong Kong and Macao residents or the Exit-Entry Permit for Travelling to and from Hong Kong and Macao.

d. Copies of registration certificates for engineering professionals issued by relevant registration authorities in Hong Kong

The materials mentioned in items b to d should also be provided in Chinese, notarized by a Hong Kong lawyer entrusted by the Ministry of Justice of China, and put on a Hong Kong notary document seal by the China Legal Service (H.K) Ltd. If the original copies of the registration materials are in English, please provide a Chinese translation and a copy of the English original, which are required to be notarized and should include a forwarding seal.

2. Renewal of registration 

An application form for the renewal of a registration (see attachment 2, two copies required) and a power of attorney for registration (with an official seal, one copy required) if entrusting an individual for the registration.

3. Modification of registration

a. An application form for the modification of a registration (see attachment 3, two copies required) and a power of attorney for registration (with an official seal, one copy required) if entrusting an individual for the registration.

b. Copies of the materials needed for the modification of the registration.

The materials mentioned in item b should also be provided in Chinese, notarized by a Hong Kong lawyer entrusted by the Ministry of Justice of China, and include a Hong Kong notary document seal by the China Legal Service (H.K) Ltd. If the original copies of the registration materials are in English, please provide a Chinese translation and a copy of the English original, which are required to be notarized and should include a forwarding seal.
