43 institutional innovations to be promoted citywide

A total of 43 institutional innovations that the Qianhai Cooperation Zone Authority has made will soon be duplicated for use citywide, according to the Shenzhen Municipal Government.

Among them, eight institutional innovations are related to investment facilitation, including instant approval service for enterprise registration, cultivation of tax service professionals, and establishment of a big data platform concerning governmental affairs.

Seven trade facilitation measures such as construction of a supervision area for cross-border e-commerce, reform of the supervision model on the flow of duty-free scientific research equipment, and launching of a digital customs clearance system, will be duplicated by the city’s customs authorities.

In terms of financial openness and innovation, 17 measures initiated by the Qianhai authority will be promoted by the financial regulation authorities of Shenzhen. Those measures include: foreign exchange management reform, release of a patent stock index, constructions of a supply chain asset rating system, an enterprise credit risk warning system, and a platform that integrates supply chain finance, blockchain and asset backed securitization (ABS).

Another 11 measures covering pre- and post-event regulation, rule-of-law innovation, talent management reform, as well as institutional mechanism innovation, will also be promoted citywide.
