The Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone will be expanded, according to the 33rd meeting of the Standing Committee of the 13th Guangdong Provincial People's Congress, which was held in Guangzhou on July 29.

Zheng Renhao, director of the Guangdong Provincial Development and Reform Commission, said in his report to the meeting that in the second half of this year, Guangdong will work on the two key tasks of “zone expansion” and “reform and opening up” to accelerate the construction of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. The province will expand the development space of Qianhai, steadily push forward its institutional reform and innovation, promote the innovative development of its modern service industry, and deepen the liberalization of the service trade with Hong Kong and Macao, according to Zheng.

Since the beginning of this year, Guangdong has been planning and seeking policy supports to promote the construction of some major platforms, including the Hengqin Guangdong-Macao In-depth Cooperation Zone, the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, the Nansha Guangdong-Hong Kong-Macao Cooperation Demonstration Zone, and the Shenzhen-Hong Kong Cooperation Zone for Technology and Innovation at Lok Ma Chau Loop, according to Zheng.

Zheng said Guangdong will also focus on the construction of other major platforms such as the Guangdong-Hong Kong-Macao Greater Bay Area Comprehensive National Science Center, the Shenzhen Guangming Science City, the Dongguan Songshan Lake Science City, and the Guangzhou Nansha Science City.

In addition, Guangdong will draw experience from the pilot comprehensive reform of Shenzhen to deepen reform in the province, and roll out policies and five action plans to establish optimized market-oriented production factors allocation systems and mechanisms. The province will also expediate legislation on optimizing the business environment, and fully implement hierarchical and classified credit supervision.
