The Qianhai International Talent Hub, which will start operation next year, is expected to become a new landmark for the human resource services industry of Shenzhen.

In recent years, the city’s human resource services industry witnessed rapid development. From 2016 to 2020, the number of human resources organizations increased from 321 to 1,197. Their annual revenue also increased from 13.8 billion yuan to 56.6 billion yuan (US$2.13 billion to 8.74 billion), with an average annual growth rate of more than 40 percent.

The number of human resource services industrial parks in Shenzhen is also increasing. There are several physical industrial parks in Nanshan, Bao’an and Luohu districts and an online industrial park in Qianhai. The industrial parks were grouped together as a national human resource services industrial park in October 2018, with a total floor area of 130,000 square meters.

As of 2020, the industrial park was home to 134 high-quality human resource service organizations that posted 1.9 million job vacancies for more than 400,000 enterprises and 4.2 million individuals last year.

The environment for the development of the industry is continuously being optimized to match the relevant policies; the service procedures are constantly being streamlined; and the regulations are constantly strengthened.

Shenzhen has provided prime locations for the construction of eight human resource services parks. The municipal and district governments have earmarked more than 300 million yuan for the construction of the parks and as subsidies in the past three years.

Continuous efforts have also been made to promote industrial agglomeration and upgrading to generate an improvement of industrial quality and the optimization of industrial structure, respectively.

In the future, the city will implement the instructions from the national and provincial authorities to provide human resources support to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the pilot demonstration zone of socialism with Chinese characteristics.
