Qianhai will build a global duty-free goods distribution center in the next three years, according to a plan unveiled in the latest bulletin from the Shenzhen Municipal Government.

The plan was rolled out to improve the city’s consumption environment and product quality, provide more quality services, encourage new forms of consumption, and stimulate the creativity of local businesses — making it more competitive and influential, so as to build Shenzhen into an international consumption center.

The city will adopt 10 major measures to carry out the plan, including upgrading the consumption of big-ticket consumer goods, cultivating new forms and patterns of consumption, establishing international special products and services consumption platforms, attracting big global fashion brands, and optimizing consumption market environment, among others.

The construction of a global duty-free goods distribution center in Qianhai is one of the efforts to cultivate new forms and patterns of consumption. Other measures include setting up a Guangdong-Hong Kong-Macao Greater Bay Area International Duty-free City and in-city duty-free shops, enlarging the scope of eligible buyers, raising the tax-free shopping limit, and expanding the existing duty-free shops at the city’s checkpoints like Huanggang Checkpoint.

In addition, the city will also build itself into a capital of medical aesthetics, a capital of tourism, and a capital of international convention and exhibition. It will introduce globally well-known medical care providers, step up construction of a number of key tourism projects, boost auto spending, and encourage manufacturers to cooperate with e-commerce platforms to stimulate consumption of intelligent gadgets such as smartphones and wearable products.
