Qianhai tops FTZs in two institutional innovation indexes

The Qianhai and Shekou area of the China (Guangdong) Pilot Free Trade Zone ranks No. 1 among all the free trade zones of China in terms of transformation of government functions and business-friendly construction, according to the “Institutional Innovation Index for China Pilot Free Trade Zones (2020-2021)” released by the Institute of Free Trade Zones of the Guangzhou-based Sun Yat-sen University on July 22.

According to Fu Zhengping, dean of the Institute of Free Trade Zones, the index assessment adopted five primary indicators, 19 secondary indicators and 57 tertiary indicators to evaluate the country’s 54 pilot free trade zones/areas.

Among the five primary indicators, Qianhai ranks No. 1 in “transformation of government functions” and “business-friendly construction,” No.2 in “investment liberalization” and “financial reform and innovation,” and No.3 in “trade facilitation.”

Among the provinces and municipalities, Shanghai ranks the first, while Guangdong, Tianjin, Chongqing, Beijing and Sichuan rank from the second to sixth, and they all belong to the first-tier group. Other provinces such as Fujian, Hainan, Shaanxi, Hubei, Zhejiang, Jiangsu, Liaoning and Henan belong to the second-tier group.

Fu said the first and second batches of FTZs, represented by Shanghai’s Pudong and Guangdong’s Qianhai, respectively, maintain a strong development momentum and lead China’s institutional innovation.
