12 provincial administrative rights delegated to Qianhai

The provincial-level administrative approval rights in 12 aspects including urban planning and natural resources have been recently delegated to the Qianhai authority, according to a press release by the Shenzhen Municipal Planning and Natural Resources Bureau, citing the Guangdong Provincial Government.

The municipal authority will no longer exercise administrative authority on the 12 aspects, which is conducive to the further reform and opening up of the free trade area.

The 12 aspects are the issuance of site selection opinions of construction projects approved by the national and provincial authorities (excluding those involving more than one prefecture-level city); completion acceptance of reclamation projects administrated by the Guangdong Provincial Government; verification and approval of migration of ancient and rare trees; approval of provincial administrated fishing ship, net and tool indicators; issuance of trawl and seine fishing licenses; registration of ocean-going fishery ships; issuance of certificates of provincial administrated fishery ships and crew; review of special fishing licenses (shrimp, shellfish or eel fry); approval and issuance of fishing licenses for mobile Hong Kong and Macao fishery ships; approval of provincial administrated Hong Kong and Macao fishing ship, net and tool indicators; annual verification of fishing licenses for mobile Hong Kong and Macao fishery ships; and review of the use of forestry land in construction projects (excluding those subject to the review of the National Forestry and Grassland Administration).
