Twenty-five people provincewide were appointed May 27 as researchers of the Qianhai Research Base of the Procuratorial Theory Research Institution of the Supreme People’s Procuratorate.

The nine college scholars and 16 staffers of the procuratorates at all levels in Guangdong received their appointment certificate at the ceremony.

At a subsequent seminar, Song Jijiang, chief prosecutor of the Qianhai & Shekou Free Trade Area People’s Procuratorate and executive director of the Qianhai research base, gave a brief introduction on the basic information of the base. Some scholars and experts shared with the attendees their opinions on research topics and development directions of the base.

Li Xiaodong, chief prosecutor of the city’s procuratorate and chief executive director of the Qianhai research base, urged the Qianhai procuratorate to fully discharge its responsibilities as the undertaker of the base’s daily services and mobilize all resources to construct the base.

Huang Wen’ai, deputy chief prosecutor of the Guangdong Provincial People’s Procuratorate, said a procuratorial think tank should be established to constantly enrich procuratorial theory and the procuratorial system.

He also said Qianhai should stick to its strategic positioning of “With Hong Kong, For the Mainland, To the World” (to rely on Hong Kong, serve the mainland and connect to the world) to conduct more comparative research under the backgrounds of ‘One Country, Two Systems’ and the three different law districts in Guangdong, Hong Kong and Macao.

The research base was inaugurated in Qianhai in 2017 with an aim to strengthen new-type procuratorial think tank construction, summarize the experience and results of procuratorial reform, and promote innovation in procuratorial management, legal supervision and procuratorial theory research.

It was jointly constructed by the Procuratorial Theory Research Institution of the Supreme People’s Procuratorate, the Guangdong Provincial People’s Procuratorate, the Shenzhen Municipal People’s Procuratorate and the Qianhai & Shekou Free Trade Area People’s Procuratorate.

The first national research base in China’s prosecutorial system, the research base was honored “Research Base of Basic Prosecutorial Theory of the Supreme People’s Procuratorate” in 2019.
