Qianhai is now promoting the uses of electronic business licenses and official seals, which are now applicable in 11 kinds of government services.

This is one of the latest moves by the Qianhai authority to further optimize its business environment.

Currently, documents and materials with the electronic official seals are accepted for the government services of registration of overseas investment, registration of corporate investment projects, approval of corporate investment projects, and establishment of international schools, among others.

The electronic seal is a visual representation of an electronic signature. It uses cryptographic technology to bind digital certificates, signature keys and seal images. An electronic seal has the same legal effect as a physical seal, but is safer and more reliable than the physical one.

An electronic seal can be used remotely on a smartphone or a computer. An electronic seal is temper-proof with the digital signature technology.

Applicants are advised to download the “i深圳” app to apply for an electronic seal, by selecting “Municipal Market Supervision and Management Bureau” in “Department Service.” Click on “Electronic Seal Service” column in “Government Services” to enter the next page where users will find “Seal Application.”

An application for an electronic seal will only be completed after the corporate legal person finishes the facial recognition and verifies the company’s business license.

An electronic seal can be only used by the person in charge of an enterprise or other people with authorization, which can be down on the app by selecting “Seal Authorization” and completing the facial recognition, followed by selecting “Enterprise and Seal” to input information of the authorized person and complete relevant settings.

To view the electronic seal, select the “My Seal” option.

To use the seal, go to https://amr.sz.gov.cn/elecseal/seal-web/web/#/login and use the “i深圳” app to scan the QR code to log in.

After confirming the location of the seal, open the "i深圳" app, enter the seal management page, scan the QR code to complete seal signature. The signature can be completed after finishing the facial recognition and entering the correct password.

To apply for corresponding governmental services, log in to the service application system, and upload the signed electronic materials in PDF format as attachments.
