Anti-corruption bureau helps build clean Qianhai

The Qianhai Anti-corruption Bureau, set up seven years ago to pilot Shenzhen’s reform on an effective supervision system against corruption, has been an important department behind a clean Qianhai.

The agency, covering five major responsibilities of discipline inspection, supervision, prosecution, public security and auditing, has made 14 explorations and innovation targeting corruption and controlling the risk of potential corruption in the free trade area over the past seven years. Among them, a regulation on conflicts of interest introduced in 2017 was the first of its kind among all free trade zones and areas in the country.

The regulation, which was duplicated citywide in Shenzhen the next year, has been designed to serve as an alert system to stop misconducts and prevent corruption in Qianhai. The regulation has identified 11 situations of conflicts of interest, such as engaging in profit-making activities, political and business exchanges, and employment of immediate relatives, in a negative list to guide and regulate people in public positions in Qianhai to prevent potential corruption.

Based on the regulation, a three-layer alert system of the alarm line, a bottom line and a red line has been established to curb corruption in the free trade area, in addition to regular inspections.

As of December, nearly 700 people in public positions with the Qianhai authority and its affiliated enterprises have signed the “Commitment to Prevent Conflicts of Interest.” The agency has identified one official with a severe conflict of interest in lending and eight in other situations during the 102 inspections it carried out.

Official statistics showed that the number of corruption and severe discipline violations has dropped significantly year by year since the implementation of the conflicts-of-interest regulation.
