Guidance on the “one-stop” business registration service

Dear entrepreneurs:

To further improve the city’s business environment, the Market Supervision Bureau of Shenzhen has cooperated with other government authorities to launch and upgrade the “one-stop” business registration system.

To register an enterprise, applicants only need to log in to the application platform and fill in all the information required. The application approval and the business material collection will be completed within a working day.

For details, please refer to the guidance on the service below.

I. Steps of application

1. Online application

2. Fill in a form and submit it to a “one-stop” service window at an administrative service hall of any district.

3. The market regulatory authority reviews and approves the application within half a working day.

4. The city’s tax, public security, human resources and social security, and the housing and construction authorities make a secondary review and approval of the application within half a working day.

5. Materials such as the business license, official seal, and tax-control device are produced.

6. Applicants collect the materials at the service window or by post.

II. Materials required

1. Proof of identity of the handler (original and one copy);

2. Articles of Association signed by all shareholders (original);

3. Application form of business registration (original);

4. Proof of shareholder qualifications (one copy; for the proof of identity of natural person, the original is required; the proof of subject qualification needs to be stamped with the official seal and be noted as “consistent with the original". If the shareholder is a commercial entity in Shenzhen, the proof of subject qualification is not required);

5. Appointment documents of the legal representative, executive director or chairman, director, supervisor, and manager (originals);

6. Identification documents of the legal representative, executive director or chairman, director, supervisor, and manager (copies; the copies of the identification documents of the executive director or chairman, director, supervisor, and manager need to be signed by the legal representative and noted as “consistent with the original");

7. If the registration of a company needs to be reported and approved in accordance with laws, administrative regulations and decisions of the State Council, the approval documents or permits shall be submitted (copies and originals);

8. To register a sole-funded limited company, a letter of commitment shall be submitted (original).

Note: the originals and copies required in item one to six are not required if the applicant choose to complete the whole application process online.

III. Consultation service

2. Go to a service window of the administrative service hall of the Nanshan, Futian, Luohu, Yantian, Bao’an, Longgang, Guangming, Pingshan, Longhua districts, the Dapeng New District, or the Electronic One-stop Service Center of Qianhai.

The concrete steps of online application are shown as follows:

I. Log on to the application system

1. Log on to the official website of the Market Supervision Bureau of Shenzhen at http://amr.sz.gov.cn, find the entrance of the "one-stop” business registration service.

2. Enter the navigation page of the "one-stop” business registration service. Click "I want to apply" or "Apply now" to enter the login page of Guangdong Government Service.

3. Log in with your account and password. If you do not have an account, register one or scan the mini-program code with your WeChat to log in.

4. After logging in successfully, please follow the system prompts to declare the name of your company independently.

II. Declare the company name independently

1. If you are applying for a company name for the first time, please click "Apply with another company name".

2. If you have already applied for a company name, please click "To-do names" and then select "Names applied" to continue the registration process.

III. Enter the basic information of the company

1. Please follow the system prompts to fill in the basic information such as the legal representative and the shareholders of the company. The residence of the company needs to be exported using the 25-digit house code.

IV. Enter the tax-related information

1. Please choose whether you want to apply for a free tax-control device and the invoices at the same time. If you click “Yes”, please continue to fill in the following tax information.

2. If you click “No”, you do not have to fill in the following information. You can apply for the device and invoices later.

2.1 Please follow the system prompts to enter the basic tax information.

2.2. If your need paper invoices, please make a check "√" before "Whether to purchase invoices" and fill in the relevant information.

3. If you need to be recognized as a general taxpayer, please register as a general taxpayer.

4. If you need to apply for and collect the invoices, please select the invoice type you need in the drop-down list and fill in the relevant information.

5. If you need to collect a free tax-control device, please make a check "√" before “VAT tax-control system device application” and choose a manufacturer and the collection method.

6. If you choose to use blockchain electronic invoices, please select "Yes" in the "Whether to apply for blockchain electronic invoice qualification" column. Please log in to the electronic tax bureau website on the next day to bind a service provider and enter the necessary information to complete the entire process of blockchain electronic invoice application.

V. Enter the official seal information

1. You need to select "Whether to engrave the official seal for free". If you choose "Yes", the type of the official seals cannot be modified.

2. If you choose "No", you can follow the official account “gdzahz” on WeChat to customize your seals at your own expense.

VI. Enter the social security registration information of your employees

1. Please select "Whether to register the social security information of your employees now”. if you select "Yes", please fill in the following information.

2. If you choose "No", you can apply for the business after the company is registered.

VII. Enter the information of the housing provident fund account

1. Please select "Whether to open a corporate housing provident fund account now". If you choose "Yes", please fill in the following information.

2. If you choose "No", you can apply for the business after the company is registered.

VIII. Make an appointment with a bank to open your corporate account

If you are applying for a limited liability company, you can choose the bank account opening appointment service for the "one-stop” business registration service. Currently you can make an appointment with any banking outlets in Shenzhen.

IX. Choose how to collect your materials

You can choose to collect the business license, invoices and official seals at the service hall in person or up by post. If by post, you need to fill in the following information. 

X. Real-name authentication

Use your WeChat to scan the QR code for real-name authentication.

XI. Choose whether to complete the whole application process online

If you choose to complete the whole application process online, please electronically sign the PDF file automatically generated by the system and submit it; if you choose to go to a service window by making an appointment, please prepare all the paper materials and submit them to the service window during the appointment time.

XII. Collect the materials of your company

After your application is approved by the registration authorities, the business license, tax-control device, invoices and official seals will be issued for you free of charge according to the collection method you chose.
