Based on the Measures of Rent Subsidy for Enterprises Relocating Back to Qianhai (Shenzhen Qianhai Regulation (2019) No. 8), (hereinafter referred to as Measures), the guidelines have been formulated for the registration of office buildings eligible for the subsidy as following:

1. Subject of registration

Only owners of office buildings can register for the rent subsidy.

2. Application time

From September 23 to 30, 2020

3. Basic requirements

Property to be registered is required to meet the following requirements:

a. They are located in Qianhai

b. The property must have gained official approvals for use before the application deadline 

c. They are for office use only.

4. Materials needed for registration

Registration of office buildings for the rent subsidy campaign must be made online. Property owners are required to upload the electronic versions (or scanned copies) of the materials to the designated website before the deadline.

a. An application form for the registration of office buildings. (The form is available on the designated website. An applicant is required to fill out the form, sign and put an official seal on it. A fingerprint is mandatory on the form if the property owner is an individual.

b. The property certificate. (The official acceptance certificate on engineering completion of the property and the license of engineering planning of the property, or the purchase contract and invoice of the property are needed if the property certificate is not yet available)

c. If the property rights party is a corporate legal person, the business license and an identity certificate of the legal representative should be provided; a personal ID card is needed if the property rights party is an individual.

5. Registration procedures

a. Online application.

Applicants can access the management system of Qianhai office rent subsidy applications at http://qhsk.sz.gov.cn/zjsb/. Click on “review and application of office buildings” and after the system jumps to the login page of “Guangdong Government Service Network Shenzhen,” complete the registration to open an account or log in your account. After logging in, select the “Qianhai Office Rent Subsidy Application System” application page and fill in an application form for your previously chosen category, and upload all the materials required for approval.

b. Review of property for office rent subsidy

The relevant government departments will review the applications and materials that have been submitted. If an application is not approved, it will be returned with reasons provided.

c. Public scrutiny

Those approved will be made public for scrutiny for five working days. An application will have its approval revoked if any objection has been raised and verified during the publicity period. If there is no objection or an objection is not established when the publicity period expires, the applied property will be included in the list of office buildings eligible for rent subsidy.

6. Other matters

a. Other matters unexplained in the guidelines are subject to explanations by the Qianhai authority.

b. Any party caught fabricating or forging materials to register for office rent subsidy will be banned from applying for the subsidy for three years for any property in Qianhai.
