HK construction firms, professionals allowed to practice in QH

Hong Kong construction enterprises and registered professionals in this field will become qualified to take part in building projects in Qianhai after registration with the Qianhai authority, according to two new policies that Qianhai has jointly worked out with Hong Kong Development Bureau.

The two policies, released Oct. 20 in Qianhai, are aimed to break the market barriers for Hong Kong companies and registered professionals in the construction field in Qianhai. The adoption of the policies is a new move to deepen Shenzhen-Hong Kong cooperation, as urged by President Xi Jinping in a speech he delivered at a gathering marking the 40th anniversary of the establishment of Special Economic Zones in Qianhai on Oct. 14.

According to one of the two policies, the first of its kind on the Chinese mainland, Hong Kong enterprises on the lists of the Architectural and Associated Consultants Selection Board (AACSB), the Engineering and Associated Consultants Selection Board (EACSB), the Approved Contractors for Public Works, and the Approved Suppliers of Materials and Specialist Contractors for Public Works will obtain the corresponding Chinese mainland qualifications to bid for construction projects or offer professional construction-related services in Qianhai after registration. Previously, such Hong Kong enterprises were allowed to practice on the Chinese mainland only after they obtained the mainland qualification. The Hong Kong enterprises’ portfolio of projects in the SAR will also be treated as their performance and experience on the Chinese mainland.

The other policy regarding Hong Kong-registered professionals in the construction field also allows architects, engineers of various kinds and professional surveyors to practice in Qianhai after registering with the Qianhai authority.

A detailed benchmarking list of Hong Kong registered architects, registered professional engineers and registered professional surveyors, and their mainland counterparts have also been compiled for the implement of the policy.

An independent third party will be commissioned by the Qianhai authority to carry out checks on Hong Kong professionals who practice in free trade area to regulate their market behaviors.

The policies are piloted in Qianhai that hopes to fully introduce the Hong Kong construction model on all building projects developed by Hong Kong-funded companies in Qianhai.
