Qianhai-based startup R-Guardian was accredited as a national-level high-tech enterprise last December, four years after its establishment in the Qianhai Shenzhen-Hong Kong Youth Innovation and Entrepreneur Hub (the E-hub).

R-Guardian was set up by Hong Kong entrepreneur Kuo Wai-keung, who had an opportunity to start his own business in Qianhai after winning the first prize in an entrepreneurship contest organized by the Hong Kong Youth Association in 2016.

Kuo attributed the success of his startup partly to the favorable policies introduced for young Hong Kong entrepreneurs.

In recent years, the Qianhai authority has offered free office space in the E-hub for high-tech startups like Kuo’s R-Guardian, preferential corporate and individual tax rates and low-rent housing for talents working in Qianhai.

“Qianhai is also the first venue on the Chinese mainland that doesn’t require Hong Kong residents to obtain an employment permit for work, saving us much time on paperwork,” Kuo said.

He also said that the policy counseling sessions and the training activities regularly held in Qianhai help Qianhai-based Hong Kongers understand local policies.

At present, R-Guardian has had two rounds of financing and its turnover reached over 10 million yuan (US$1.43 million) last year. The high-tech startup now owns 12 patents.

"I hope that my entrepreneurial success in Qianhai will attract more young Hong Kongers to come to the mainland for career development. The construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the pilot demonstration area of socialism with Chinese characteristics provides more opportunities for entrepreneurs,” said Kuo.
