Qianhai to pilot telecommunications service evaluation system

Qianhai will pilot an evaluation system of the quality of telecommunications service in the area, aiming at improving the quality of Shenzhen’s telecommunications service and enhancing the sector’s market competitiveness, a conference at Qianhai Shenzhen-Hong Kong Innovation Center heard Friday morning.

The project has been jointly organized by the city’s communications bureau, Shenzhen Municipal Industrial and Information Technology Bureau and the Authority of China (Guangdong) Pilot Free Trade Zone Qianhai & Shekou Area.

Liu Ju, director of the Optoelectronic Technology Division of China Electronic Product Reliability and Environmental Testing Research Institute (CEPREI), said at the conference that the quality evaluation system has been formulated to push forward the construction and application of the 5G technology.

“The specification will drive the telecom service providers to improve their services, and hence provide a better experience in the use of the 5G network for both individuals and companies in Qianhai,” Liu said.

Communications service providers will be evaluated in five aspects -- the access quality of fiber-optic broadband, coverage of mobile connections, construction of the information security system, and user experience and satisfaction -- as specified in the evaluation criteria, drawn up by the three government agencies. The criteria were released at the conference.

Telecommunications service is subject to the quality evaluation in residential communities, venues of public services institutions, industrial parks and office buildings, shopping malls and ports in Qianhai.

The authorities will also establish a star-rating system in Qianhai and issue licenses to qualified communication service providers. Top-rated practices will be duplicated and promoted citywide.
