The Qianhai Authority Hosts Spring Reception & Announces Qianhai’s Development Blueprint in Upcoming Year

  Over 400 government officials, community leaders, LegCo members, representatives of local commercial and industrial sectors and supporting units attended the inaugural spring reception organized by the Authority of Qianhai Shenzhen-Hongkong Modern Service Industry Cooperation Zone of Shenzhen (the “Qianhai Authority”) was hosted this evening (16th March) at Renaissance Harbour View Hotel Hong Kong, Wan Chai. On top of the New Year greetings extended to government departments, local communities and supporting units, the development plan of Qianhai in upcoming year was also announced.

  A toasting celebration for prosperity and bright future of Qianhai in the Year of Goat was led by Lu Rui-feng, Executive Vice Mayor, Shenzhen Municipal Government of China; Chan Mo-po, Paul, Secretary for Development, HKSAR Government; Zhang Bei, Director, the Qianhai Authority; Sun Huai-zhong, Deputy Director-General of Shenzhen Foreign Affairs Office; Yau shing-mu, Under Secretary for Transport and Housing, HKSAR Government; Florence Hui Hiu-fai, Under Secretary for Home Affairs, HKSAR Government; Eric Ma Siu-cheung, Under Secretary for Development, HKSAR Government; Wu Yang-wei, Hong Kong Island Sub-office Director General, the Liaison Office of the Central People’s Government in the Hong Kong Special Administration Region (LOCPG); Chen Lin, Youth Division, LOCPG; Sun Xiang-yi, Director-General, Economic Affairs Department, LOCPG; Xie Wei-min, Counsel, Department of Educational, Scientific and Technological Affairs Department, LOCPG; and Chen Bing-yu, Assistant Counsel, Policy Research Division, Hong Kong and Macau Affairs Office of the State Council, along with Lin Wang, Tang Shao-jie, He Zi-jun, and Peng Shu-ping, all Deputy Director of the Qianhai Authority and Witman Hung Wai-man, Principal Liaison Officer for Hong Kong, the Qianhai Authority.

  The Overall Development Plan of Qianhai Shenzhen-Hongkong Modern Service Industry Cooperation Zone of Shenzhen was approved by the State Council in August 2010, by which Qianhai is positioned a modern demonstration of the innovative cooperation between Guangdong and Hong Kong to create a modern service industry zone principally engaged in the development of finance, modern logistics, information services, technology and other professional services. To foster the coordination, development and comply with the strategic requirements of Shenzhen Municipal Party Committee and Shenzhen Municipal Government on accelerating development of Qianhai Shenzhen-Hongkong Modern Service Industry Cooperation Zone of Shenzhen, the Authority of Qianhai Shenzhen-Hongkong Modern Service Industry Cooperation Zone of Shenzhen (a.k.a. “the Qianhai Authority”) is established. Qianhai International Liaison Services Ltd., the representative agency of the Qianhai Authority in Hong Kong, was founded last year to provide an array of services to interested local enterprises and parties. Qianhai shoulders Shenzhen’s mission to achieve "Three Modernization, One Platform", building the Shenzhen-Hong Kong cooperation platform in Qianhai with emphases in internationalization, marketization and legalization. By developing under the “One Belt, One Road” strategy, Shenzhen-Hong Kong cooperation will bring business opportunities to Hong Kong enterprises as well as new opportunities for talents. Incentives to Hong Kong enterprises, entrepreneurship support through Youth Innovation and Entrepreneur Hub, and the planned 500 internship job opportunities for Hong Kong students will bring greater collaboration to deepen both Shenzhen-Hong Kong and Guandong-Hong Kong cooperation.

  Zhang Bei, Director, the Qianhai Authority, said, “Being the Special Administrative Region of Special Administrative Region, it is essential for Qianhai to establish a new mechanism with adaptation of global vision, implementation of national strategy and initiation of exploring the development of modern service industry, a new model to transform development, and a new route for Shenzhen-Hong Kong cooperation. At the same time, we should play the roles as the experimental field and the bridgehead for opening-up, generating more contributions to implement ‘One Country, Two Systems’ in the new era, to facilitate prosperity and stability of Hong Kong, and to foster the new round of opening-up policy of the Country. The Qianhai Authority would like to use the prime opportunity of our spring reception to link up with different sectors, and we are looking forward to collectively writing for Qianhai.”

  Witman Hung Wai-man, Principal Liaison Officer for Hong Kong, the Qianhai Authority, stated, “Qianhai shoulders the mission of ‘Support Hong Kong, Service Mainland, Face the world’ to provide Qianhai company registration services for Hong Kong and overseas enterprises and to promote Qianhai branding. To bridge the channel connecting Shenzhen and Hong Kong, Qianhai International Liaison Services Ltd. was established in August 2014 to provide one-stop advisory and liaison services for Hong Kong citizens and enterprises.”

  “Hong Kong Enterprise Through Train” service in Qianhai is a pilot measure to optimize the management on the approval of enterprise setup and change of registration details for qualified Hong Kong enterprises by changing the pre-approval to simultaneous approval. The opening of Hong Kong Enterprise Through Train to Hong Kong investors allows Hong Kong enterprises to obtain the Certificate of Approval for Establishment of Enterprises with Foreign Investment in the People’s Republic of China or certificate after change of registration details during the application for business license registration or change of registration details at the Market and Quality Supervision Commission of Shenzhen Municipality. Such an optimized measure will significantly shorten the time of processing applications from Hong Kong enterprises and maximize their convenience to invest in Qianhai.
