Centers Attention on Latest Policy of Shenzhen-Hong Kong Cooperation & Encourages Seizure of Relevant Development Opportunities

  Over 800 representatives from local commercial, industrial and professional sectors attended the Policy Presentation on Fostering Shenzhen-Hong Kong Cooperation in Qianhai organized by Qianhai International Liaison Services Ltd., the Hong Kong representative agency of the Authority of Qianhai Shenzhen-Hongkong Modern Service Industry Cooperation Zone of Shenzhen (the “Qianhai Authority”) this afternoon (16th March) at Renaissance Harbour View Hotel Hong Kong, Wan Chai.

  Lu Rui-feng, Executive Vice Mayor, Shenzhen Municipal Government of China; Zhang Bei, Director, the Qianhai Authority and Witman Hung Wai-man, Principal Liaison Officer for Hong Kong, the Qianhai Authority, were among the attendees of the Policy Presentation. A comprehensive interpretation on the “Working Plan for Facilitating Shenzhen-Hong Kong Cooperation in Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone” was delivered by Mr. Zhang, providing a clearer guidance to local enterprises interested in investing in Qianhai.

  Positioned by the Central Government, Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone possesses unique comparative advantages of a Special Administrative Region as well as institutional and legal frameworks, but also the geographical advantages of close proximity to both Hong Kong and Shenzhen airports and transportation accessibility. Shenzhen shoulders the vital mission of marketization, internationalization and legalization, with active development of Qianhai as a Shenzhen-Hong Kong cooperative platform is highlighted in the city’s future development policy.

  Developed by Shenzhen Municipal Government last year, the Working Plan not only complies with the Country’s overall planning to comprehensively deepen reform and opening-up, but also aims at strengthening Qianhai’s functional positioning through 4 basic principles, namely “Joint Promotion of Shenzhen-Hong Kong Collaboration”, “Joint Development for Win-win Reciprocity”, “Multiplication of Competitive Advantages for Collaborative Development” and “Creation of Environment Geared to International Standards”, 8 policy guidelines and 50 relevant measures as stipulated in the plan, eventually achieving expansion of development capacity, optimization of industrial structure and enhancement of economic relevance to Hong Kong. According to the Working Plan, Qianhai is strived to achieve the “Million-Billion-Hundred-Ten” development goals in 2020, particularly the total construction area by Hong Kong enterprises exceeds 9 million square meters, market capitalization of Hong Kong service enterprises surpasses RMB100 billion, incubation of over 100 innovative Hong Kong enterprises into market leaders, and establishment of Hong Kong development base gathering top 10 industries with clear advantages. As of February 2015, over 23,000 enterprises, including 53 Global 500 enterprises and 1,171 Hong Kong enterprises, have made their presence in Qianhai with a total registered capital aggregated to over RMB 1.4 trillion, with the innovative Enterprise Mansion designed for large enterprises was in operation since last year.

  Besides, tax (15% preferential corporate income tax and individual income tax rates), communication (Qianhai SIM Card cross-border telephone service with toll rate equivalent to Hong Kong local call), entrepreneurship (The Qianhai Shenzhen-Hong Kong Youth Innovation and Entrepreneur Hub Program) and cross-border RMB corporate loan (no limit) incentives are offered to Hong Kong professionals and enterprises stationed in Qianhai before 2020. Any Hong Kong enterprise with a Hong Kong permanent resident as its major shareholder, or registered in Hong Kong and in operation for more than 3 years, or paying profits tax in Hong Kong, or any joint venture with 51% of shareholding is owned by a Hong Kong enterprise, is eligible to apply for the special fund under Qianhai Authority to enjoy support in loan discounts or subsidies. Meanwhile, the Qianhai Shenzhen-Hong Kong Youth Innovation and Entrepreneur Hub Program offers entrepreneurship support to younger entrepreneurs from Shenzhen and Hong Kong.

  “Hong Kong Enterprise Through Train” service in Qianhai is a pilot measure to optimize the management on the approval of enterprise setup and change of registration details for qualified Hong Kong enterprises by changing the pre-approval to simultaneous approval. The opening of Hong Kong Enterprise Through Train to Hong Kong investors allows Hong Kong enterprises to obtain the Certificate of Approval for Establishment of Enterprises with Foreign Investment in the People’s Republic of China or certificate after change of registration details during the application for business license registration or change of registration details at the Market and Quality Supervision Commission of Shenzhen Municipality. Such an optimized measure will significantly shorten the time of processing applications from Hong Kong enterprises and maximize their convenience to invest in Qianhai.
