The Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone People’s Court, which was set up in January 2015, has made a series of standards and mechanisms to ensure justice in the court. As the Supreme People’s Court of the PRC, the Qianhai court explores the possibility of solving the conflict between decentralization of judicial authority and the judicial standard and improves the related judicial assurance mechanism, supervisory mechanism and evaluation mechanism.

It has established the assurance mechanism of standardized judicial process.

The first is establishing specialized legal mechanism and strengthening the capacity of impartial judgments and realizing judicial independence. Setting up a professional judicial team that specializes in domestic and overseas legal cases as well as related Taiwan, Hong Kong or Macao commercial cases. It is the first time to establish the Hong Kong jury system and employ Hong Kong arbitrators for commercial meditation.

Second,carrying out the judicial committee’s working mechanism reform and strengthening judicial policy guidance. The court clarifies judicial authority, judicial supervisory authority of and the judicial administrative authority. The committee gives advises for individual judges or collegiate benches on complicated or important cases.

Third,setting up the professional meeting that consists of several senior judges. They play a role in consulting and give advises for individual judges or collegiate benches on complicated or important cases under the leadership of judicial committee.

Fourth, establishing the case guidance system. The court makes typical cases at all levels as guiding cases and references for judicial personnel.

The Qianhai court also improves the system of judicial management and supervision.

It made lists of the rights of judicial management and judicial supervision respectively so that presidents and vice presidents of the court should handle the case as judges and will not abuse their powers.

The court ensures?independent adjudication and respects the juridical principle.

The court also promotes information construction to ensure that judicial authority is exercised openly and fairly. An online platform was established for handling cases and public scrutiny.

Last but least, a scientific case evaluation and accountability system was also set up.
