OFFICIALS, brain trustees and experts from over 10 countries attended the International Symposium on “10+3” Industrial Capacity Cooperation in Qianhai on Saturday. Qianhai has been designated as a new institutional and economical experimental zone in South China.

To explore the possibilities of inviting Japan and South Korea to join in a bigger cooperation with ASEAN countries under the framework of “the Belt and the Road Initiative,” the organizers encouraged delegates from various countries and regions to discuss the ways, in which all parties can participate.

The attendees agreed on continuing sharing resources and technologies within the “10+3” scope and stressed green and sustainable development. They believe all parties can work on infrastructure, energy, electronics, telecommunication, light industry and consumer products. They also mentioned that China, Japan and South Korea can export techniques and products to help ASEAN countries speed up the construction of infrastructure and industrial parks.

Bui Nhat Quang, vice president of Vietnam Academy of Social Sciences, said that China has become the most important investor in Vietnam and the two countries will cooperate in industrial accessories, infrastructure and electronics. “Shenzhen sets an example for Vietnamese cities and while enjoying the achievements we all need to break the limits,” he added.

Bhokin Bhalakula, chairman of Thai-Chinese Culture Economy Association, said in recent years China has helped stimulate the development of ASEAN countries, especially by promoting infrastructure construction. “I’m looking forward to the construction of the high-speed railway between China and the Laos and the railway between China and Thailand. It will benefit southern Thailand and countries along the way. We will relocate resources and talents to try to narrow the gap between the super wealthy and common people,” Bhalakula said.

Wang Yuzhu, a famed expert on Southeast Asian issues, said it was in 2015 that Premier Li Keqiang first proposed the “10+3” cooperation on industrial capacity concept. And the forum was just a warmup. China and experts from ASEAN are mulling over the possibility of having Japan and South Korea in the group and redistributing industries and building new industrial parks to boost Asia’s industrial development.
