In order to accelerate the establishment of a high-quality and efficient new service system, implement the "Qianhai Global Service Providers Plan," and support the development of global service providers (hereinafter referred to as "service providers") in eight key areas—including modern finance, trade logistics, information services, technological services, cultural creativity, business services, shipping services, and public services—in the Qianhai Shenzhen-Hong Kong Modern Services Cooperation Zone (hereinafter referred to as "Qianhai Cooperation Zone"), the following measures are formulated to create a highland for the high-quality development of modern service industries.

1. Support Eligible Service Providers and Their Personnel in Enjoying Tax Benefits

Efforts will be made to thoroughly implement policies including the Ministry of Finance and State Administration of Taxation's notice on extending the individual income tax preferential policies for the Guangdong-Hong Kong-Macao Greater Bay Area, the notice on individual income tax preferential policies for the Qianhai Shenzhen-Hong Kong Modern Services Cooperation Zone, and the notice on corporate income tax preferential policies for the Qianhai Shenzhen-Hong Kong Modern Services Cooperation Zone. For qualified foreign high-end talent and urgently needed personnel, subsidies will be provided for the portion of their individual income tax burden that exceeds 15%, and such subsidies will be exempt from individual income tax. Hong Kong residents working in the Qianhai Cooperation Zone will be exempt from individual income tax on any amount exceeding their Hong Kong tax burden. Eligible enterprises will be taxed at a reduced corporate income tax rate of 15%.

2. Support Service Providers in Enjoying Policy Dividends

Policies including the opinions from the People's Bank of China, the China Banking and Insurance Regulatory Commission, the China Securities Regulatory Commission, and the State Administration of Foreign Exchange, along with the Guangdong Provincial Government's opinions on financial support for comprehensive reform and opening-up in the Qianhai Shenzhen-Hong Kong Modern Services Cooperation Zone, will be actively implemented. Institutional innovation will be the core driving force, providing service providers with stronger support in terms of market access, business scope, factor flow, and legal guarantees.

3. Encourage Service Providers to Grow Stronger and Better

Service providers are encouraged to continuously promote the high-quality development of the service industry in the Qianhai Cooperation Zone. For eligible service providers certified by the Qianhai Shenzhen-Hong Kong Modern Services Cooperation Zone Management Bureau (hereinafter referred to as "Qianhai Management Bureau"), a development reward will be provided equivalent to 1% of the comprehensive economic increment they generated within the Qianhai Cooperation Zone in the previous year, with a maximum of 30 million yuan for each service provider per year. These reward funds can be used for the service provider’s operational development or to reward their core teams, with specific distribution arrangements to be determined by the service providers themselves.

4. Better Support for Service Providers to Settle Down

Service providers are supported to enjoy talent settlement subsidies according to relevant Shenzhen city policies. Support will be provided for service providers to settle in the Qianhai Cooperation Zone, offering a purchase subsidy of up to 30 million yuan in accordance with relevant regulations on office space subsidies in Qianhai. For those renting office space in the Qianhai Cooperation Zone (except for service providers who have already benefited from preferential policies for innovative industrial spaces in the Zone), a rent subsidy of 60 yuan per square meter per month will be provided for up to 36 months, with a maximum of 5 million yuan per service provider per year. A single service provider cannot simultaneously enjoy both rent subsidies and purchase subsidies.

5. Support the Expansion of Development Space for Hong Kong Service Industries

Focusing on supporting the construction of Hong Kong’s "Eight Major Centers," efforts will be made to attract service providers that play a significant supporting or leading role in promoting Shenzhen-Hong Kong cooperation and industrial development, thereby expanding new development space for Hong Kong's service industry. Development rewards and rent subsidies for relevant service providers may be provided through agreements signed with the Qianhai Management Bureau.

6. Leverage the Role of Associations as Bridges

Support will be given for internationally influential chambers of commerce, associations, and industry organizations to settle in the Qianhai Cooperation Zone. These organizations will be encouraged to fully utilize their bridging, leading, and specialized coordination roles to continuously consolidate the innovative development momentum and forces of enterprises, forming a joint effort to promote the high-quality development of modern services in the Qianhai Cooperation Zone.

7. Comprehensive Enhancement of Government Service Levels

Using platforms like "Qianhai Hong Kong-Macao E-Station" and "Smart Convenience," one-stop cross-border government services will be provided for service providers. A government-business communication service platform will be created to build a communication bridge between service providers and industry regulators, helping service providers further enhance their compliance operating levels. A team of service specialists will be established, implementing a one-to-one communication mechanism between service providers and dedicated personnel. "Green channel services" for enterprises will be provided, offering services such as schooling for children, medical care, and housing security to management personnel and relevant talents of service providers.

8. Increase Promotion and Advocacy for Service Providers

Active efforts will be made to promote the "Qianhai Global Service Providers Plan" at home and abroad, utilizing various platforms to increase awareness of service providers; service providers will be encouraged to participate in international exhibitions, promotion conferences, high-end industry forums, and other activities, supporting them in expanding their domestic and international business layouts, participating in the Belt and Road Initiative, and creating a more internationally influential “Qianhai Global Service Providers” brand.

9. Build New Platforms and Carriers for Development

The construction of platforms such as Qianhai Shenzhen-Hong Kong International Financial City, Shenzhen-Hong Kong International Legal Zone, and International Talent Port will be accelerated, creating industry clusters for venture capital, financial tax services, and others. Collaborative efforts will be made with Nanshan District and Bao'an District to jointly promote the construction of headquarters economy clusters such as Qianhai International Finance, Convention and Exhibition Marine New City, Qianhai Bay Modern Services, Prince Bay International Business, and the Shenzhong Channel Gateway Area for advanced manufacturing and the low-altitude economy, assisting service providers in enhancing capabilities, aggregating strengths, and thriving.

10. Miscellaneous Provisions

(a) The term "Qianhai Global Service Providers" refers to entities operating in the Qianhai Cooperation Zone that are ranked among the top 50 globally, top 20 domestically, or included in the "Global 500," "China 500," or "GaWC Directory" in modern finance, trade logistics, information services, technological services, cultural creativity, business services, shipping services, and public services. The Qianhai Management Bureau will dynamically update and adjust the target list of the “Qianhai Global Service Providers Plan” based on Shenzhen-Hong Kong cooperation and industrial development situations.

(b) Applications, reviews, and other aspects related to rewards and funding mentioned in these measures will be implemented according to relevant policies of Shenzhen City, Nanshan District, Bao'an District, and the Qianhai Cooperation Zone. Similar policies in Nanshan District, Bao'an District, and the Qianhai Cooperation Zone will be executed following the principle of “choosing the best and not duplicating.”

(c) These measures will be implemented starting July 10, 2024, and will remain valid until December 31, 2025. The "Several Measures by the Management Bureau of Qianhai Shenzhen-Hong Kong Modern Services Cooperation Zone to Promote the Gathering and Development of Global Service Providers in Qianhai" (Shenzhen Qianhai Regulation [2023] No. 9) will be repealed simultaneously.
