In order to accelerate the establishment of a high-quality and efficient new service industry system, promote the implementation of the "Qianhai Global Service Provider Program," and support the gathering and development of global service providers (hereinafter referred to as "service providers") in the fields of modern finance, trade logistics, information services, technology services, cultural creativity, business services, shipping services, and public services in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (hereinafter referred to as "Qianhai Cooperation Zone"), and to create a high ground for the high-quality development of the modern service industry, the following measures are hereby formulated.
1. Support Eligible Service Providers and Their Personnel in Enjoying Tax Incentives
Strictly implement the policies including the "Notice from the Ministry of Finance and State Administration of Taxation on the Continuation of Individual Income Tax Incentive Policies in the Guangdong-Hong Kong-Macao Greater Bay Area," the "Notice from the Ministry of Finance and State Administration of Taxation on Individual Income Tax Incentive Policies in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone," and the "Notice from the Ministry of Finance and State Administration of Taxation on Corporate Income Tax Incentive Policies in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone." Service providers meeting the criteria, particularly high-end talent and talent in short supply from abroad, will receive subsidies for the portion of their individual income tax that exceeds 15%, and this subsidy will be exempt from individual income tax. For Hong Kong residents working in the Qianhai Cooperation Zone, the portion of their individual income tax exceeding Hong Kong's tax burden will be exempt. Eligible enterprises will be taxed on corporate income at a reduced rate of 15%.
2. Support Service Providers in Enjoying Policy Benefits
Actively implement documents such as the "Opinions from the People's Bank of China, China Banking and Insurance Regulatory Commission, China Securities Regulatory Commission, State Administration of Foreign Exchange, and the Guangdong Provincial Government on Financial Support for the Comprehensive Deepening of Reform and Opening-up in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone," the "Supreme People's Court's Opinions on Supporting and Guaranteeing the Comprehensive Deepening of Reform and Opening-up in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone," and the "Ministry of Transport's Opinions on Innovating Maritime Services to Support the Comprehensive Deepening of Reform and Opening-up in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone." Centered on institutional innovation, strong support will be provided to service providers in areas such as market access, business scope, factor mobility, and legal protection.
3. Encourage Service Providers to Grow, Improve, and Strengthen
Encourage service providers to continuously promote the high-quality development of the service industry in the Qianhai Cooperation Zone. For eligible service providers recognized by the Qianhai Management Bureau (hereinafter referred to as "Qianhai Bureau"), a development reward will be granted equivalent to 1% of the comprehensive economic increment generated by the service provider in the Qianhai Cooperation Zone in the previous year, with a maximum of 30 million yuan per year for each service provider. The reward funds can be used for business development or core team incentives, with specific disbursement arrangements determined by the service provider.
4. Better Support Service Providers in Settling Down
Support service providers in enjoying the talent settlement subsidies in Shenzhen according to relevant policies. Support service providers in settling in the Qianhai Cooperation Zone, providing a purchase subsidy of up to 30 million yuan in accordance with relevant regulations on rent subsidies for office space in Qianhai. Service providers renting office space in the Qianhai Cooperation Zone (excluding those who have already enjoyed preferential treatment for innovative industrial space in Qianhai) will receive a rent subsidy of 60 yuan/square meter/month for 36 consecutive months, with a maximum of 5 million yuan per year for each service provider. A single service provider cannot simultaneously enjoy both rent and purchase subsidies.
5. Support the Expansion of Space for Hong Kong's Service Industry
Focusing on supporting the construction of Hong Kong's "Eight Centers," priority will be given to introducing service providers that play a significant supporting or leading role in Shenzhen-Hong Kong cooperation and industrial development, thereby expanding new space for the development of Hong Kong's service industry. Relevant rewards for service provider development and rent subsidies can be provided through agreements signed with the Qianhai Bureau.
6. Leverage the Role of Associations as a Bridge
Support internationally influential chambers of commerce, associations, and industry organizations to settle in the Qianhai Cooperation Zone, fully leveraging the bridging role, service-leading functions, and professional coordination advantages of industry associations and chambers of commerce. This will continually gather the innovative development power and momentum of enterprises, forming a concerted effort to promote the high-quality development of the modern service industry in the Qianhai Cooperation Zone.
7. Enhance the Level of Government Services
Relying on platforms like "Qianhai Hong Kong-Macao e-Station" and "Smart Convenience," provide service providers with "one-stop" cross-border government services. Create a communication service platform for government and enterprises, bridging service providers with industry regulatory departments to help service providers further enhance their compliance operations. Establish a team of service specialists to implement a "one enterprise, one specialist" communication mechanism. Provide "Convenient Green Access Services" in accordance with regulations for the children of management personnel and relevant talents of service providers, covering schooling, healthcare, housing security, and other services.
8. Increase Publicity and Promotion for Service Providers
Actively promote the "Qianhai Global Service Provider Program" both domestically and internationally, using various platforms to enhance publicity for service providers. Encourage service providers to participate in international exhibitions, promotional meetings, high-end industry forums, and other activities, supporting them in further expanding their business layouts globally and participating in the Belt and Road Initiative, creating a more internationally influential "Qianhai Global Service Providers" brand.
9. Build New Platforms and Carriers for Development
Accelerate the construction of platforms like the Qianhai Shenzhen-Hong Kong International Financial City, Shenzhen-Hong Kong International Legal Zone, and International Talent Port. Create industry clusters for venture capital, financial and tax services, and work with Nanshan District and Bao'an District to jointly promote the construction of headquarters economy clusters in areas like Qianhai International Finance, Exhibition Ocean New City, Qianhai Bay Modern Service Industry, Prince Bay International Business Zone, and the Shenzhen-Zhongshan Channel portal area, assisting service providers in improving efficiency, gathering momentum, and thriving.
10. Supplementary Provisions
The term "Qianhai Global Service Providers" as used in these measures refers to legal or non-legal entities and their branches that operate in the Qianhai Cooperation Zone and rank among the top 50 globally or top 20 nationally in the eight major modern service industries and sub-sectors, including modern finance, trade logistics, information services, technology services, cultural creativity, business services, shipping services, and public services, or are listed in the "World's 500" or "China's 500" companies or the GaWC directory. The Qianhai Bureau will dynamically update and adjust the target list of the "Qianhai Global Service Provider Program" based on Shenzhen-Hong Kong cooperation and industrial development conditions.
The application and review of rewards and funding involved in these measures shall be implemented in accordance with relevant policies of Shenzhen City, Nanshan District, Bao'an District, and the Qianhai Cooperation Zone. These measures shall be executed in accordance with the principle of "choosing the best without overlap" for similar policies in Nanshan District, Bao'an District, and the Qianhai Cooperation Zone.
These measures shall be implemented from July 10, 2024, and shall remain in effect until December 31, 2025. The "Several Measures of the Qianhai Management Bureau for Promoting the Gathering and Development of Global Service Providers in Qianhai" (Shenzhen Qianhai Regulations [2023] No. 9) shall be simultaneously abolished.
