In order to implement the "Comprehensive Deepening of the Reform and Opening-Up Plan for the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone" and the "Overall Development Plan for the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone," the Special Fund Application Guidelines for supporting the concentrated development of Hong Kong and Macao medical institutions are formulated in accordance with the "Measures for Supporting the Concentrated Development of Hong Kong and Macao Medical Institutions in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone" (Shen Qianhai Gui [2023] No. 10).
1. Application Entities
(1) Hong Kong and Macao service providers that have established wholly-owned or joint venture hospitals, outpatient departments, and clinics in the Qianhai Cooperation Zone (including Traditional Chinese Medicine and integrated Chinese-Western medicine institutions).
(2) Community health service institutions established in cooperation with Hong Kong and Macao service providers.
2. Application Period
From September 1, 2024, to September 30, 2024.
3. Application Materials
(1) Basic Application Materials:
"Application Form for Special Funds to Support the Concentrated Development of Hong Kong and Macao Medical Institutions in Qianhai" (see Attachment 1);
Business license (excluding community health service institutions);
Approval document for setting up medical institutions (if approval is required);
Proof of medical institution operating license;
Proof of Hong Kong and Macao service providers organizing or co-organizing medical institutions;
Declaration of no medical accidents or illegal operations in the past year;
Complete credit report printed from Shenzhen Credit Network (excluding community health service institutions);
Several photos of the medical institution’s operating location (showing the institution's nameplate and internal conditions);
Tax certificate for the 2024 fiscal year (excluding community health service institutions);
Commitment letter (see Attachment 2);
Power of attorney (see Attachment 3);
Other materials required by the Qianhai Administration (if needed).
(2) Special Application Materials:
In accordance with Articles 4 to 13 of the "Measures for Supporting the Concentrated Development of Hong Kong and Macao Medical Institutions in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone," corresponding application materials must be provided (see Attachment 4).
4. Material Submission Requirements
1. All applying institutions must submit basic application materials.
2. All materials submitted by the institutions must carry the official seal of the applying unit on every non-blank page (including the cover), and multi-page documents must have a continuous seal.
3. Scanned copies referred to in the application materials must be of original documents.
4. For any documents in foreign languages, a Chinese translation must be provided (issued and stamped by a qualified professional translation company).
5. The Qianhai Administration reserves the right to verify original application documents as needed.
5. Application Procedure
(1) Application
1. Log in to the Qianhai Integrated Enterprise Service Platform website: https://qhsk.sz.gov.cn/qfythpt/enterprise/index.html
2. enter through the "Subsidy Collection" section, and submit materials online.
(2) Material Review
The Qianhai Authority, in conjunction with the Municipal Health and Family Planning Commission, will review the application materials based on the "Measures for Supporting the Concentrated Development of Hong Kong and Macao Medical Institutions in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone" and these guidelines.
(3) On-Site Verification
For medical institutions with approved applications, the Qianhai Administration will organize on-site verification.
(4) Public Announcement
Materials that pass the review and on-site verification will be publicly announced on the official website of the Qianhai Administration for five working days. Any institution or individual with objections to the announcement must submit a written objection to the Qianhai Administration within the announcement period. The Qianhai Administration will investigate and verify the objections; if valid, the matter will be publicly announced; if not valid, a written decision will be made and notified to the objector.
(5) Funding Disbursement
After signing a support agreement with the enterprise (if required), the enterprise must submit a bank account confirmation letter, a copy of the ID card of the responsible person, and the legal authorization letter, among other materials, before the funds are formally disbursed.
(6) Other Matters
1. If the institution needs to supplement materials during the review process, please do so within three working days.
2. This application guideline and other unspecified matters are subject to interpretation by the Qianhai Administration.
