Plan unveiled to boost Qianhai’s data industry
A launch ceremony for the Shenzhen (Qianhai) International Data Industry Park was held in Bao’an District on Nov. 12. An implementation plan aimed at propelling the high-quality development of Qianhai’s data sector, jointly issued by the Shenzhen Municipal Government Services and Data Management Bureau and the Qianhai Authority, was introduced during the event.
The plan outlines ambitious objectives for the park by the end of 2026. Key targets include nurturing at least 50 leading data firms, empowering over 100 entities within the industrial chain with data elements, establishing 30 innovative data application scenarios, creating 20 cross-border integration application scenarios, achieving a cumulative data transaction volume of at least 3 billion yuan (US$415 million), and driving total operating income for data-related firms to exceed 10 billion yuan.
Noteworthy is the Qianhai Authority’s commitment to the market-oriented allocation of data elements and fostering top-notch development. Initiatives include exploring the establishment of a “Special Data Zone,” developing a systematic cross-border data flow service system, and creating cross-border data infrastructure, and a data brokerage innovation center.
The Shenzhen (Qianhai) International Data Industry Park is poised to serve as a hub for cross-border data circulation services and industry aggregation.
With a focus on international data cooperation, nurturing industrial ecosystems, and providing comprehensive operational support, the park is poised to emerge as a key player in the global data industry landscape.
By the close of 2025, the park anticipates attracting 10 high-tech, specialized, and sophisticated enterprises and over 20 national and municipal-level innovation and research institutions, projecting a total output exceeding 200 million yuan.
Meanwhile, the Shenzhen (Qianhai) Comprehensive Service Center for Cross-Border Data Flow is set to provide enterprises with streamlined, one-stop services for cross-border data operations.
