A total of seven practices and related experiences on the comprehensive reform pilot work in Qianhai were summarized in a report released by the National Development and Reform Commission recently for nationwide promotion, Shenzhen Special Zone Daily reported.
The seven measures cover fields such as legal services, talent management, high-end shipping and healthcare.
Qianhai has built an international talent port and established an international talent services station to facilitate the border entry and accommodation issues for foreign scientists, sci-tech leading talents, entrepreneurs and highly-skilled talents to work in Qianhai.
At the same time, Qianhai has relaxed occupational restrictions in construction and tax-related fields to attract more international talents. According to related measures, tax professionals from Hong Kong and Macao now no longer need to pass job qualification tests and to have at least 180 days of working experience in tax and accounting firms.
As of the end of September, a total of 51 professional institutions and 482 professionals had registered in Qianhai, including 69 people from Hong Kong and Macao.
Shenzhen Court of International Arbitration created cross-border dispute resolution models to include Singapore and Hong Kong mediation with Shenzhen arbitration.
The court also joined hands with over 10 dispute resolution representative institutions in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) to map out a list of mediators and dispute resolution rules for GBA arbitration and mediation alliance.
At present, Shenzhen Court of International Arbitration’s arbitrators’ list covers 114 countries and regions, including 567 foreign arbitrators.
The international passenger transfer zone construction project at Shekou Cruise Home Port completed its acceptance process this July to further reduce passengers’ transfer time.
Qianhai maritime safety administration also lowered the entry threshold for international ships to register in Shenzhen and facilitate foreign crew members to serve on Chinese ships.
In terms of healthcare, Qianhai unveiled the International Hospital Quality Accreditation Standards (2021 Version), also the first internationally certified hospital accreditation standard in the country, this September.
Staffers from the Qianhai Authority said they will continue to facilitate innovations in various fields to speed up the building of reform and innovation pilot platforms in the GBA and build a high-level hub for opening up.
