2 Policy and Criteria for Application
Applicable for Hong Kong Professionals working in engineering and construction who have registered with relevant professional talent registration and management authority of Hong Kong Special Administrative Region and the registration is still within the validity period.
The relevant professional talent registration and management authorities m entioned above include Architects Registration Board, Engineers Registration Board, Planners Registration Board and Surveyors Registration Board.

3 Application Materials
When filing an application, professionals shall provide corresponding materials according to the following circumstances:
3.1 First filing
(I) Filing Application Form Qianhai Cooperation Zone for Hong Kong Professionals Working in Engineering and Construction （Attachment 1, in duplicate）
(II) Hong Kong Resident Identity Card
(III) Copy of Mainland Travel Permit for Hong Kong and Macao Residents (Home Return Permit) or Travel Permit for Hong Kong and Macao Residents (Permit)
(IV) Legal registration proof document (card) at the relevant registration authority in Hong Kong
(V) Employment contract or employment certificate (Applicants should try their best to provide Chinese versions)
Applicants should provide Chinese versions of (II) (III) (IV), it shall be notarized by a Hong Kong lawyer (entrusted by the Ministry of Justice of China) and affixed with the special seal for Hong Kong notarization document transmission by China Legal Service (H. K.) Ltd.
3.2 Continued filing
Application for Continuation of Filing (Annex 2, in duplicate).
3.3 Filing of changes
(I) Change ICP Filing Application Form (Appendix 3, in duplicate);
(II) A copy of the filing materials for which the change occurred.
Item (II) The original materials shall be provided in Chinese version, shall be notarized by a Hong Kong lawyer (entrusted by the Ministry of Justice of the People's Republic of China), and shall be stamped with a special seal for the transmission of notarized documents by China Legal Services (Hong Kong) limited company.
4 Filing acceptance, review, publicity and management
1. The filing application of professionals shall be uniformly accepted by the Qianhai Administration Bureau through the e-site service center. After receiving the application for filing by professionals, the e-station service center shall check the information on the spot. If the information is complete, it shall be accepted; If the information needs to be corrected, it shall be notified of the correction at one time.
2. After the Qianhai Administration accepts the application, it shall complete the preliminary review of the filing within 10 working days (excluding the time for correction of information). After preliminary review and eligibility, the Qianhai Administration Bureau shall publicize the relevant filing materials of the professionals on the Qianhai Portal, and the publicity period shall not be less than 5 working days; Where there is no objection at the expiration of the publicity period or the objection is not established, it shall be filed and a professional filing certificate shall be issued.
3. The filing of a professional is valid for five years, and the application for renewal can be made within 90 days before the expiration of the filing period. If there is a change (including cancellation) in the filing information of a professional, the change shall be filed within 90 days after the change occurs.
5 Practice Instructions
1. Professionals who have obtained the filing certificate may practice in the Qianhai Cooperation Zone during the validity period of the filing, and their scope of practice shall be the same as the scope of their business filed with the Qianhai Administration.
2. The Qianhai Administration Bureau shall formulate a list of professional qualifications (Appendix 1), and the professionals who have obtained the filing certificate shall practice in the Qianhai Cooperation Zone in accordance with the corresponding professional qualifications of Schedule 1. The relevant project performance and experience of professionals in Hong Kong and Macao are equivalent to the relevant engineering performance and experience in the Mainland.
3. When professionals need to provide professional services with the seal of practice in the Mainland, the relevant drawings and documents shall be signed by the professional and stamped with the seal of the unit to which they are employed.
4. Professionals should report their practice in the Qianhai Cooperation Zone to the Qianhai Cooperation Zone by December 31 of each year.
5. Professionals practicing in the Qianhai Cooperation Zone shall abide by the laws, regulations, rules, and relevant technical standards and norms of the People's Republic of China.
6. Where a professional practices without filing a record, or if he practices beyond the scope or time limit of the filing, the Qianhai Administration Bureau shall notify the municipal and district housing and construction bureaus, and the relevant illegal acts of the professional shall be punished according to law.
7. Where a professional conceals relevant circumstances or provides false materials when applying for filing, the Qianhai Administration shall revoke the filing or no longer accept the filing application within the year. Where two professionals are sentenced to revoke their practice qualification certificates in accordance with laws and regulations, the Qianhai Administration shall revoke their filing and no longer accept their filing applications within five years.
