1 Support for trade and logistics development 

Support general trade, bonded trade, cross-border e-commerce, and offshore trade

1.1 Encouraging platform development

1.1.1 Platform consumption transaction

If one of the following conditions is met
Annual consumer-targeted transaction volume for consumers ≥ CNY 2 billion 
Business-targeted transaction volume ≥ CNY 6 billion 
An amount equal to 0.05% of transaction volume will be provided, up to CNY 5 million per enterprise per year

1.1.2 Trading of agricultural and energy commodities 

If all the conditions below are met
Transaction is done through the commodity exchanges in Qianhai Cooperation Zone
Annual settlement amount ≥ CNY 50 million
An amount equal to 0.02% of settlement amount will be provided, up to CNY 3 million per enterprise per year

1.1.3 Supporting development of key logistics enterprise

A one-time support amount of CNY 200,000 will be provided for passing advanced certification of AEO (Authorized Economic Operator) 
An additional amount of CNY 50,000 will be provided for obtaining “Approved Exporter” under RCEP agreement 

1.1.4 Supporting development of “bonded +” new business form

If all the conditions below are met
Carry out new business such as bonded R&D design, bonded inspection and maintenance, bonded exhibition, etc.
Annual income ≥ CNY 10 million
CNY 200,000 is provided as support, up to three years

1.2 Supporting development of comprehensive bonded zones

1.2.1 Rent support

Rental type:
For warehouse, the rent support ratio is 5% 
For office property, the rent support ratio is 10%
Up to CNY 30 million per enterprise per year
*Concurrently settled in the commercial logistics industry carrier and the lease term is at least 3 years, an additional 5% of warehouse rent support is provided
(No support is provided for sub-letting or self-use of the property owner)

1.2.2 Support for warehouse intelligent upgrade and transformation 

If all the conditions below are met
It has been put into use since Jan. 1, 2021
It has not received relevant support from municipal finance
Actual total investment ≥ CNY 1 million (excluding daily use and maintenance costs)
An amount equal to 10% of actual total investment is provided as a support if individual project does not exceed CNY 3 million.
For individual enterprises, an amount up to CNY 6 million per year is provided

2 Shipping development support

2.1 Supporting international shipping 

International ships and offshore installations registered with "China Qianhai” 

2.1.1 Registration support 

Up to CNY 3 million as a one-time registration support at CNY 70 per gross ton

2.2.2 Onboard service support

Not less than 183 days in a calendar year
CNY 20,000 yuan/person/year will be provided to senior crew members such as captains, chief engineers, chief mates, and second engineer officers 

2.2.3 CNY 5,000 yuan/person/year will be provided to other crew members

2.2.4 An amount up to CNY 2 million is provided to each enterprise per year

2.2 Supporting international ship management

Annual operating income ≥ CNY 50 million
If one of the following conditions is met
2.2.1 The enterprise has obtained the certificate of compliance issued by the competent authority of the flag state or its recognized classification society (limited to members of the International Association of Classification Societies);
2.2.2 The ship managed by the enterprise has obtained the ship safety management certificate issued by the competent authority of the flag state or its recognized classification society (limited to members of the International Association of Classification Societies) at least 3 months ago
Up to CNY 1 million per enterprise per year at the standard of 10 yuan/gross ton as support

2.3 Support cruise industry

2.3.1 Registration support 

If all the conditions below are met
1.Has self-owned cruise ship (the gross tonnage of a single cruise ship is not less than 18,000 tons)
2.And obtained the cruise line operation qualification certificate and operation license
A one-time support amount equal to 1% of paid-in registered capital will be provided, up to CNY 2 million per enterprise  

2.3.2 Route support

If new cruise routes are opened up at Shekou Prince Bay Cruise Homeport and at least 12 voyages are arranged per year
CNY 1.5 million is provided as support for port of departure
CNY 1 million is provided as support for port of visit
A one-time support is provided as per route type, up to CNY 3 million per year for the same cruise enterprise

2.4 Supporting shipping services

Legal entities or legal branches established in Qianhai Cooperation Zone by classification societies that are members of the International Association of Classification Societies

2.4.1 Startup support

CNY 300,000 is provided as a one-time support

2.4.2 Development support

CNY 100,000 per CNY 10 million of increased annual operating income as an annual development support, up to CNY 1 million per year per institution

2.4.3 Supporting development of shipping talent

CNY 30,000 yuan/person as one-time support will be provided to those who have obtained the certificate of first-class captain, chief engineer certificate of competency or the Class A registered surveyor certificate of non-restricted waters as of Jan. 1, 2021.

2.5 Supporting yacht industry

2.5.1 A support amount equal to 5% of yacht unit price is provided to enterprises or individuals who purchase a new yacht with a unit price of no more than CNY 6 million with long-time registeration in Shenzhen, up to CNY 1 million per year. 
2.5.2 An amount equal to 20% of actual expenditure will be provided for holding yacht exhibitions and other yacht culture promotion and exchange activities that have been submitted for filing in advance, up to CNY 1 million per year.
2.5.3 An amount equal to 20% of actual expenditure will be provided for new yacht berths, and new special facilities and equipment and information management platform for supervision that meet regulatory requirements, up to CNY 3 million per year per institution.
It is applicable to commercial operating entities, merchants, and entities conducting e-commerce live broadcasts

2.6 Supporting wholesale and retail enterprises

If the main businesses are domestic wholesale and retail (accounting for at least 50%)
and the annual business income is at least CNY 1 billion, 
an amount equal to 0.06% of its operating income will be provided as a support, up to CNY 5 million per year.

2.7 Supporting “first-store economy”

CNY 1 million, 800,000, 500,000, and 300,000 are provided as support to the first store of “International Luxury Brand” opened in Asia, China, south China and Shenzhen, respectively.
CNY 800,000, 500,000, 300,000, and 200,000 are provided as support to the first store of “Top 250 Global Retailers” opened in Asia, China, south China and Shenzhen, respectively.
CNY 500,000, 300,000, 200,000, and 100,000 are provided as support to the first store of “CCFA Top 100 Fashion Retailers of China” opened in Asia, China, south China and Shenzhen, respectively.

2.8 Opening support

2.8.1 Business space

Guiwan, Qianwan and Mawan areas of Qianhai Cooperation Zone
Business space with a floor area of at least 10,000m2
A one-time support at a rate of CNY 60 yuan/m2 is provided, up to CNY 5 million.

2.8.2 Merchants and brands that are not first store

CNY 200,000~500,000 is provided as support to merchants listed as an “Excellent Brand at Home and Abroad”
CNY 5,000 is provided as support for merchants who introduce “local brand of Hong Kong” per brand, up to CNY 300,000.

2.8.3 Specific categories of merchants

Support for business opening in Guiwan, Qianwan and Mawan areas of Qianhai Cooperation Zone
CNY 3 million and 1 million are provided as a support to five-star-rated and four-star-rated hotels, respectively.
CNY 2 million and 1 million are provided as a support to retailers with a floor area of at least 30,000m2 and 20,000m2, respectively.
CNY 1 million and 500,000 are provided as a support to high-quality book stores with a floor area of at least 2,000m2 and 1,000m2, respectively.
CNY 500,000 and 300,000 are provided as a support to gyms with a floor area of at least 3,000m2 and 2,000m2, respectively.
CNY 1 million and 500,000 are provided as a support to cinemas with a floor area of at least 5,000m2 and 3,000m2, respectively. 、

2.8.4 Merchants with a floor area of at least 100㎡

Opening support
Guiwan, Qianwan and Mawan areas of Qianhai Cooperation Zone
A one-time opening support at a rate of CNY 60 yuan/㎡ is provided, up to CNY 500,000 per merchant
Support is provided for 12 continuous months for business
Support is provided at a rate of 60 yuan/㎡/month for new businesses opened between Jan.1 and Dec. 31, 2021.
Support is provided at a rate of 40 yuan/㎡/month for new businesses opened between Jan.1 and Dec. 31, 2022.
Up to 1 million yuan per merchant

2.8.5 Supporting e-commerce live broadcast

If there are at least 10 live broadcast rooms;
the number of signed cooperative brands is at least 30;
and annual sales of live broadcast products are are at least CNY 500 million.
CNY 1 million will be provided as a one-time support 

2.8.6 Supporting commercial promotion

Basic conditions:
Holding commercial activities in Guiwan, Qianwan and Mawan areas of Qianhai Cooperation Zone
under the guidance of Qianhai Authority
Went through a third-party special audit
Support standard:
For holding activity series such as "Qianhai Shopping Festival", an amount equal to 30% of actual expenditure will be provided as a support for activity fund, up to CNY 2 million per year.
For holding special commercial activities supported by Commerce Bureau of Shenzhen, an amount equal to 30% of actual expenditure will be provided as a support for activity fund, up to CNY 1 million per year.

3 Other Support

3.1 Reward for developing industrial standards

If relevant standards in trade, modern logistics, shipping services, commerce and other fields are developed and promoted
and the following conditions are met
An amount equal to 50% of municipal support fund will be provided for international standards issued by the International Organization for Standardization (ISO), International Electrotechnical Commission (IEC), and International Telecommunication Union (ITU); international standards issued by other international organizations and confirmed by the Administrative Measures for Adoption of International Standards, internationally advanced standards issued by other important organizations, and the "Belt and Road" regional standards approved and issued by the "Belt and Road" regional standardization organization.
CNY 1 million is provided as a support for mandatory national standards issued or authorized for issuance with the approval of the State Council; 
CNY 800,000 is provided as a support for voluntary national standards issued with the approval of the national standardization administrative department
CNY 500,000 is provided as a support for industrial standards issued with the approval of the competent administrative department under the State Council;
CNY 200,000 is provided as a support for local standards issued with the approval of the Shenzhen market supervision and management department;
CNY 100,000 is provided as a support for group standards published at Shenzhen standard information platform, adopted by at least two enterprises and have been effectively implemented for over one year.

3.2 Support for opening industry associations

For industry associations and other non-profit legal persons newly registered in Qianhai Cooperation Zone after January 1, 2022 in trade, modern logistics, shipping services, commerce, and other fields 
If they are approved by the civil affairs department and have more than 100 members, CNY 200,000 will be provided as a one-time support;
CNY 300,000 per year, up to 3 years, will be provided to Hong Kong industry associations that set up a representative office in Qianhai Cooperation Zone and employ at least 2 employees.

3.3 Support for team contribution

The following conditions should be met:
An amount between CNY 120,000 and 20 million is provided as a contribution support if the annual total profit is between CNY 12 million and 2 billion;
CNY 20 million is provided as a contribution support if the annual total profit is above CNY 2 billion.
The funds stipulated in the preceding paragraph shall be distributed by the entities to core team members, up to CNY 2 million per person per year.
The core team members include: senior management positions such as chairman, vice chairman, general manager, deputy general manager, and key personnel in key positions. 
A labor contract has been signed with the entity for more than 1 year.
