1 Applicant Institutional Requirements
1.1 Headquarters enterprise recognized by Qianhai Authority;
1.2 Institutions (except real estate development enterprises) that are encouraged by the Qianhai Cooperation Zone such as financial industry, modern marine industry, exhibition trade and logistics, science and technology service industry, new international trade, digital and fashion industry, and professional service industry.
2 Occupancy in a building is eligible
2.1 The leasable area is not less than 20,000 square meters;
2.2 The owner unit of the office building shall select one or two industrial types to declare the industrial carrier, and within two years after the declaration is submitted, the rental and sales area of the institution that meets the conditions for settlement shall reach more than 60% of the leasable area of the office building;
2.3 The public spaces such as conference rooms, meeting rooms, training classrooms and other public spaces that can be used by the settled institutions are not less than 500 square meters, with a complete management system, a humanized, digital, intelligent and energy-saving property service system, and a professional investment promotion team;
2.4 It can provide preferential rent below the market rental assessment price, with a preferential range of more than 10%.
3 Purchase support
Target: No self-owned office space in Shenzhen, in the former Qianhai Cooperation Zone from January 1, 2021 to December 31, 2023, or From September 6, 2021 to December 31, 2023 An institution newly settled in the Qianhai Cooperation Zone and purchasing office space for its own use for the first time.
(1) Headquarters enterprises recognized by the Qianhai Administration: support can be given according to the standard of 3,000 yuan / square meter, with a maximum of 30 million yuan;
(2) Other key institutions that have not been recognized as Qianhai headquarters enterprises: support may be given at the standard of 1,500 yuan per square meter, with a maximum of 15 million yuan;
(3) For Hong Kong-funded institutions that meet the conditions (1) or (2) above, the support standard will be increased to 1.2 times, but the maximum amount of support will remain unchanged;
(4) Support funds are distributed equally over three years.
4 Rent support
Target: January 1, 2021 to December 31, 2023 in the former Qianhai Cooperation Zone, or 2021 From September 6 to December 31, 2023, newly settled in the Qianhai Cooperation Zone and lease office space in office buildings that meet the conditions specified in Article 5 of these Measures for self-use, Establishments with an area of not less than 150 square meters that have not been subleased, subleased or changed in function during the lease term.
(1) Headquarters enterprises recognized by Qianhai Administration: 60 yuan / square meter per year Monthly rent support, up to a maximum of 5 million yuan per year;

(3) For Hong Kong-funded institutions that meet the conditions (1) or (2) above, the support standard will be increased to 1.2 times, but the maximum amount of support will remain unchanged;
(4) Support for three consecutive years.
5 Tips
(1) The same institution must not enjoy both purchase support and rent support as provided for in these Measures;
(2) Institutions that have acquired industrial land in the Qianhai Cooperation Zone shall not enjoy the purchase support provided for in these Measures;
(3) Those who purchase or lease industrial housing of the Qianhai Administration Bureau shall be deemed to have enjoyed the relevant preferential policies and will no longer enjoy the support policies of these Measures.
(4) For enterprises that have been operating in the Qianhai Cooperation Zone before December 31, 202, rent support shall be provided in accordance with the Measures for Rent Subsidy for Enterprises to Return to Office Space in Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Cooperation Zone (Shenqian Hai Gui (2019) 8 ) standard implementation, no longer repeat the promotion of industrial agglomeration office rent support policies.
